It's a fool-proof scam, guaranteed to work.
Send tainted or sham articles in the first place. Assert all sorts of bogus theories, go full Alice in Wonderland. The result in the senate is guaranteed to follow the lead. Blame the senate for the whole thing.
This can work over and over and over, because the press and the senate play along as though the articles are serious in the first place.
