How about closing up your Southern border to stop the flow of drugs, a major cause of homelessness!!
There are estimated 2.4 million illegal aliens in California. In addition to tapping American taxpayer paid benefits, I would think these illegals also contribute to and exacerbate the CA homeless problem because they compete with Americans for shelters and low-cost housing/apartments.
