In 1940, when the US sent destroyers to the UK, the US was legally neutral and the UK was a belligerent power.

The US and the UK were not allies at war together.

I think you’re right. I’d love to know why quid pro quo is illegal. Anti-Trumpsters are interpreting this Ukrainian thing in the worst possible way. They frame this as an attempt to dig up dirt to affect a presidential election. However, the president is charged with enforcing the laws, ensuring aid is properly used, and conducting foreign policy. Saying there was no quid pro quo at all—when those are done all the time—looks like a coverup if there actually was one.
