Pelosi just said she would not send over articles until the senate set the rules of how they were going to run the trial by.

McConnell should say that the existing Senate rules stand. Same ones as for Clinton's impeachment. Then she will have to come up with another excuse not to send over the articles.

If she is concerned about fairness of the Senate trial just point out that each legislative house writes its own rules so the House cannot dictate to the Senate about what rules are 'fair'.
