“WE” is, unfortunately, correct.
WE are letting them get away with this nonsense. Just like all of the other “little things” that didn’t seem to be such a big deal to squabble over, WE let this go and now it’s become an absurdity that many people are convinced is “normal”.
WE can sit there and laugh at them, deride them, ignore them, belittle them, etc, etc, but WE are only hurting our future by letting them get their way with all of these absurdities.
I suppose it’s much more easier to blow it off and let them be what and who they want to be as long as we don’t have to have a “confrontation” over it. That would be too disruptive to our own personal lives, and must be avoided at all costs.
Unfortunately, again, the appearance is appealing, but eventually reality annihilates that appearance and the reckoning is far worse than what would have happened if this was stopped in its infancy.
WE could have done this the easy way, or the hard way. WE seem to have chosen the hard way. I don’t understand why.

The students should just refuse to use the locker rooms, and not participate in any activity where they would need to use it. Yes the schools could fail them or whatever. But in my day the school would have to fail almost everyone if something like this was tried.

We are at a critical crossroad in America right now with this transgender thing crossing boundaries it never should.
How it’s dealt with will determine the future and this is the wrong way to do it IMHO.
Transgenderism is a mental illness in which the body is mismatched with the brain somehow but only in those with a true mismatch which is such a tiny fraction of the population. Maybe .0003% of the population at best. The rest are posers and freaks.
I would never allow my daughter, if I had one, to attend a school that allowed boys, yes; trans boys are still boys, in the girls locker room. Never.
Perhaps a sane and humane method of dealing with this would be to send all trans to one school for only trans and subsidize the cost.
