Muscatine used to write speeches and is soon to publish an Insider’s account of her time in that position. It might have been Hurwitz.

Hard to say, but very few politicians write their own speeches. Very, very few politicians write their own speeches. The great speeches that we have heard all politicians in the higher echelons utter have all been written by somebody other than the politician.

I wonder when it became commonplace for a higher echelon type of politicians to not write their own speeches. That would be a good question for The History Guy.
