This makes sense and is most likely true.
Durham was investigating Baker for
leaking the Trump dossier to Mother Jones before he was tasked to look into Russiagate. Durham is most likely ready to charge Baker for that crime, and used it as leverage to get him to cooperate in the Russiagate investigation.
The fact that Bakers cooperating has come to light is most likely a result of the investigation turning into a criminal investigation.
