Oh God, no. Amendments to our state constitution are made in every every state-wide election. Every. Single. One. And written in such a convoluted manner (a feature, not a bug by our rapscallion legislature) that, i.e., what you think is a no vote, is actually a yes, & vise versa.
Now if you are talking revising the constitution to a foundational document, rather than a convoluted legislative one, I’m right there with you.

Jackson did it with a single fort and some cannon emplacements. Today, missiles and artillery set in among all the industrial installations lining both sides. They would be hard to spot.
