No, I do not see the congress declaring war on US citizens. If they did, they would be attaching targets on their backs, their spouse's backs, their children's backs, their friend's backs, and on the backs of every one who would be suspected of associating or agreeing with them. The US public would simply not accept or allow such a power grab.
