I hate these states that have "open" primaries.

If the pubbies ran either one of these two guys against edwards, the pubbie would win, hands down.

BUT with this run-off system, the pubbies will split the vote and edwards might sneak in with over 50% and avoid a run off vote.

Louisiana does not have open primaries.

Who would have the power to assign the candidate?

“BUT with this run-off system, the pubbies will split the vote and edwards might sneak in with over 50% and avoid a run off vote.”

It won’t matter which Republican is voted for. Their combined totals detract from Edward’s percentage. He has to get 50 percent plus one to win.

The Louisiana system is designed for open seats to keep them Democrat. It doesn’t hurt when you have only one Democrat and multiple Republicans. It hurts when you have multiple Democrats and Republicans because the Dems run enough stalking horses to ensure the Dems get the top two spots. That’s why the mindset of the state almost always stays big government.
