I think it should fall to the agency to prove that they had a unbiased reason to change the rule making hearsay evidence admissible, even though it is inadmissible in court. If they cannot prove that they had a valid reason to do this everyone with a hand in this should be answerable.
The timing is so blatant and obvious that this was changed to meet the requirements of this phony-baloney scandal they are trying to impeach Trump with.

I heard on OAN earlier that Gina Haspel had to approve the change and that she has always been tight with the Communist (their words) John Brennan. They seemed to think Gina is a traitor to Trump.
