On a resolution charging other committee heads to forward legal arguments to Nadler. This is not a resolution proposing an investigation.

A committee to which has been referred privileged resolutions for the impeachment of a federal civil officer may call up as privileged resolutions incidental to consideration of the impeachment question, in- cluding conferral of subpoena authority and funding of the investigation from the contingent fund (now referred to as ``applicable accounts of the House described in clause 1(h)(1) of rule X'') (VI, 549; Feb. 6, 1974, p. 2349). A resolution authorizing depositions by committee counsel in an impeachment inquiry is privileged under rule IX and the Constitution as incidental to impeachment (Speaker Wright, Oct. 3, 1988, p. 27781).
nadler's committee does not even have a referral from the whole House.

Sec. 6 . In General; Initiation and Referral of Charges

Generally

Under the modern practice, an impeachment is normally instituted by the House by the adoption of a resolution calling for a committee investigation of charges against the officer in question. In the 93d Congress, Vice President Agnew used a letter to the Speaker to attempt to initiate an investigation by the House of charges against him of possible impeachable offenses, but the House took no action on the request.

Look at the language of the resolution. Dismiss as smoke'n'mirrors what words the various liars in Congress utter.
