The stinking corpse in the room is the rulings from the federal bench ‘finding homelessness to not be a crime’, declaring that being accosted in the street and told to hand over money is freedom of speech, that no one can be moved from public property (or in the latest rulings, private property not ‘suitably developed’) unless a no barrier shelter is immediately available and ‘suitable’ (which federal courts have found only hotel rooms to meet this standard...).
That using hazmat crews, soil scrapers and other mitigation steps to clean up these sites is ‘theft of private property’ after first 120 days notice to move, then 90 days notice that we really mean it this time, plus 30 days ‘look, we're not kidding’ notice and finally a 3 day move it or it'll be thrown away notice.
The vast majority of the squatters in Northern California outside of the big cities (but including the ones along the delta and Sacramento river) are dumping human waste and drug paraphernalia in the waterways. Any ‘normal’ person who does that faces incredible federal prosecution, whereas squatters can literally dig into dam walls and river levees with not one lick of a peep from the EPA, Army Corp of Engineers, etc.
You face a $1,000 fine bringing a dog on a leash if the walking pathway happens to stray into one of Obama’s many wildlife national monuments; squatters can let their dogs roam free and kill whatever they want.
Just like how illegals can do basically whatever they want without consequence for the most part in sanctuary cities, the federal judiciary and a non-objecting federal government has basically created an entire class of squatters whom no laws apply to.
Clean up your part of the problem so that those of us in rational cities and counties can reclaim our waterways, our sports fishing, our hunting.

He's not a king. He can't dictate what judges should do or not do.
