How in the h#ll does a ship capsize in shallow water!?

That hull looks like the ship could rest upright on sea bottom.

Was the tide in when it capsized? Was it a load shift that made it heel over?

My guess would be new silting in the channel from hurricane Dorian forced the captain to lighten the ballast to clear the channel. But the ship’s navagation systems weren’t updated accordingly (lower speed for turning). So a GPS-plot turn at (previously-normal) speed caused a low-ballast keelover.

Some say these car hauling ships are top heavy.

Another article I saw hinted that the ship hit a sandbar while passing another ship.
