It does seem “odd” to pull someone over simply for failure to signal a turn or lane change.
If such enforcement was commonplace I wouldn’t see so many infractions in a day.
I even see officers let cars run red lights, merge in intersections, and cut off other drivers without stopping them.

The media is just full of people "acting up". By that I mean that there are millions of Americans these days who don't think the rules apply to them or that there will be consequences for their actions.
Consider the out-of-control people who attack McDonald's employees because their fries are cold or because there was no pickle on their burger. I don't describe such people as "mentally ill". I prefer to describe them as self-centered, narcissistic, or EVIL. They think only of themselves and how the world is affecting them.
Much of this has come about due to the entitlement system we have implemented and the unwillingness to address misbehavior at all levels in society.
Starting at a very young age, children learn that they are not required to behave at school. The school authorities have been forbidden to set minimum behavioral standards. One example of the result is the situation with the Parkland shooter. Despite enough concern about him that he was to be searched before being allowed on the campus, he faced little else in consequence of his long standing transgressions.
Our politically correct environment now mandates that we not laugh and point when Bruce Jenner claims to be a woman. We are not allowed to ridicule the Mayor of South Bend who is a man "married" to a man.
We see antifa thugs hitting others in the head with heavy bike locks and chains and the perpetrator gets a slap on the wrist instead of the prison sentence he deserves.
Most of what we are seeing isn't "crazy". It is evil. People who are unable to get what they want strike out in rage rather than adjust their own behavior. We are suffering from several generations of failure to civilize our children and are now paying for it.
We are no longer the moral people for whom the Constitution was ratified. I see dark days ahead, but at my age I won't be around for much of them.

William, well stated! Coincidentally, just finished listening to “Why Johnny Can’t Think” a critique of schooling circa 1985 NYC. Corollary to inability to discipline is teachers forced to teach a irrational curriiculum.
I’m guessing that in a couple weeks we will find out that he was a government CI or some relationship with the police. The whole thing seems hinky including the disappearing social media posts.

The FBI agent quoted in this article said the “rambling” was in the 911 call, but said nothing of an FBI call.

My Mom was watching reruns of an old show called “Parking Wars” a couple nights ago, while we were visiting. I had never seen it before.
A very high % of the “offenders” are, perhaps not evil, but certainly fit your descriptions of “think they are entitled”, “don’t think the rules apply to them”, “uncivilized”, etc.
The scary part is that some of the “enforcement” (not so much real cops, but tow truck drivers, bureaucrats, etc.) are hardly any better.
Getting back to the mass murderers, are ANY of these creeps decent mainstream (or even remotely close) practicing Christians? I don’t think so...

IMO that reflects a broader trend with Millenials. My friends and I have all noticed this in traffic when it comes to Millenial women drivers. The spoiled, entitled princess qualities play themselves out in very rude and aggressive driving habits.
I am so sick of fake news but there is a “fact” or fake news fact that comes out seemingly every mass shooting in that the FBI or police were notified of the perpetrator before the incident and previous incidents were just ignored/not handled.
Was just reading that the shooter had been declared incompetent by a court, so now they are trying to figure out how he got the gun.
