A government official confirmed that Trump is expected to announce he will drop the legal battle to include the question on the census survey and instead direct the Commerce Department to obtain answers on citizenship through other means, but it was not clear how that would occur or how it would be funded.
The U.S. Census Bureau is part of the Commerce Department. The U.S. Constitution specifically assigns the job of overseeing the census to Congress, limiting the authority of the president over it, which complicates adding the question to the decennial survey via presidential missive.
Trump’s decision not to proceed with an executive order on adding the citizenship question to the census was first reported by ABC News.

The best way to find out what is really going on is Trumps impromptu press conferences on the way to Air Force One. I don’t recall any president standing there and openly fielding question for an extended period of time.

Everything you say is great. I LOVE the gaggles. I get more information...IMPORTANT...information from President Trump’s mini press conferences than from a month of supposed news from the media. I record them and share with the family in the evening.
He usually has a shocker and yesterday the Paul Ryan thing was a mouth-dropper. How great is it to have a President who honestly speaks his mind and absolutely NO phoniness.
That’s what the press can’t stand because none of those screeching harridans has the transparency and guile that this man has.
What a pleasure to just watch him. Don’t care if he says the same thing a hundred times...that’s the amount of repetition that the newsies require to UNDERSTAND WHAT HE IS SAYING.
