Is there a treaty or agreement covering the strait? Iran claims 12nm territorial waters for some areas:

Iran doesn’t have to “claim” that. I’m pretty sure territorial waters are defined as that 12-mile limit under international law. The Strait of Hormuz is only 21 miles wide, so it falls within the territorial waters of Iran and the United Arab Emirates.
