Correct this law is directed at private or state employees, not Federal employees or contractors.
The same way its still illegal to have marijuana, even legally obtained medical marijuana at the airport security checkpoint area. Security is a federal jurisdiction , while the airport itself is not. So, one can walk into the airport with it, but can not go thru security with it.

Would have saved some typing if people would RTFA.

This law doesn’t touch those who already work at a place. It only covers applicants.

There are tolerance levels of acceptance. The test result is not boolean/binary 0/1.

Sounds like a point for litigation, since the idiotic Nevada government is adding another layer of conditions in how employees can be hired.
If I was in Nevada and could move my business, I'd be pricing various moving companies at this point.

Put all the prospective hires in a room for a couple hours with a big bowl of really smelly Doritos and no napkins. Those with clean hands after 2 hours get the job based on personal hygiene. The potheads will be shown the door.

Read your article: Recently, the Department of Justice (DOJ) issued guidelines for Federal prosecutors in states that have enacted laws authorizing the use of medical marijuana. ... Those are for federal prosecutors, they have nothing to do with state-level courts. And, unless Nevada included a section exempting government employers from the ban, any city, county, or state level organization cannot refuse to hire. Only a Federal entity could do that, even though the Federal MJ ban has no authority under the Constitution.

I read it the first time...read down further: “We want to make it perfectly clear that the DOJ guidelines will have no bearing on the Department of Transportations regulated drug testing program. We will not change our regulated drug testing program based upon these guidelines to Federal prosecutors.” The Federal prosecutor situation has no bearing on DOT CDL or other covered licenses. So my original statement stands.
