Good question about using the highway patrol. My guess they recently started a SWAT team for all those tenements alongside the freeway they may need to deploy SWAT tactics like flash bangs and door rams plus smoke grenades and MP-5s. So, they lobbied for a live drill on the school.

We don’t have a separate state trooper agency. Since the abolition of the State Police which mainly guarded state buildings, the CHP is the all-purpose state policing unit.
