Yes but there are exceptions when someone believes something illegal is going on or about to occur. Two party consent doesnt protect criminal activity. If you think its going to happen or is happening you can record for evidence.

This was probably non-private conversation in a “public” school.
I sure as hell I would have done the same thing and probably played it at the next PTA meeting and emailed a copy to every parent at that school I could!
