Well, I’d say Truman possibly in that he recognized (de facto) Israel as a country within minutes of her declaration.

He beat the USSR to it, that's true. Of course Truman boycotted arms shipments to Israel. Yes, there were some blind eyes, there were also prosecutions. The USSR, they gave the Czechs the green light to supply arms. Truman deserves credit, but not too much. Without arms, the world expected a slaughter. Of Jews. And didn't lift a finger.
