My guess is: no. They didn't.
I'm still open to terrorism, especially of the Muslim variety, but it's hard for me to see how that happened if the fire started near or on the roof. Maybe an inside job.
Catholic church was doing the renovations...money was limited....two years just putting up the scaffolding.....I doubt fire suppression measures were considered.
My experience with French construction people is that they are barely out of medieval construction management

A poster at another site said that when it comes to huge historical projects like this, professional firewatchers are hired to keep an eye on things. I wonder how true that is.
