Obama's very first act in office was to have the National Archivist notified of any inquiry into a President's records. The Archivist gives the President 30 days to give cause to not release the records. (Obama also appointed a new Archivist before he took office, booting the former one with a "sex scandal", which wasn't revealed until Obama left office.) This is why Obama's records, for something as mundane as his college transcripts, were never released.

Since Obama's appointee is still in place, he might not be as open to accepting Trump's reasons for privacy. Trump should have replaced him 2 years ago.
