She did so, repeatedly, in the mistaken belief that the interests of the individual EU states would trump their loyalty to a common EU position on Brexit. She was politely repulsed - the solidarity of the member states over Brexit (in complete contrast to the internal confusion of the UK) has been one of the more remarkable features of the Brexit saga.
