Do note that if they didn’t get it from US, they would get it from Russia or South Korea. Or, likely, the French. So they’d get the tech anyway.
Would you rather the US government has the secret kill switches to turn off their reactors should Saudi get uppity? Or would you rather the Russians have it?

If an unstable country wants Nuclear power, this is what we should do:
The Plant should be built by Americans.
Manned and Maintained by Americans.
Defended by Americans
Re-fueled and waste handled by Americans under strictest security.
And the country in question should pay us for all of it.
We can maybe share the profit from the electricity 50-50.

Nope, just pointing out that on the surface, at this point in time they *will* get the technology anyway. That being the case I would rather we have the kill switch than someone else.
It is also an open secret that the Saudis already *have* nuclear weapons via Pakistan.
