You should not have to....if they kept the rules and laws simple and understandable and available! But, they do none of these things.
This bill was created by dems to Stop the US from funding Saudis in Yemen killing Iran backed islamic rebels.

This started then. The Yemen leader was overthrown and replaced with his terrorist /Iran backed assistant deputy.This was backed by obama and Iran in order to get yemen a pure islamo terrorist state,
The people got sick of the Islamo bullcrap eventually and overthrew the assistant deputy after they found out the Arab Spring was a setup.
The current regime in place now is not hostile radical islamo terrorist which upsets our democrats.
So Iran , upset by this as well, uses rebels to take back Yemen yet again.
So now the rebels are fighting on behalf of Iran and the assistant deputy to overthrow the legitimate current leader who is backed by us and other countries.
Our dems want to defund this US funding to the current Yemen regimne so Islamists can take Yemen back again.Also in this bill was a booby trap that would limit Trumps war funding powers.They tried to sweeten the deal but Trump outsmarted them again with some help from McConnell who is using procedures to not even bring this bill up for vote.
So in summary:

Same as the intricacies of calvinball, built up over the past 50 years or so. Every decision is based on desired outcome, and there is enough in the way of "contradictory" rules to obtain any desired result.
Same legal principle that runs the courts. First choose the outcome, then pick a precedent that fits.
Republicans in the House amended the bill with a non-germane section.
To be privileged in this case (not have to face a filibuster) the bill must not have any non-germane language.
I doubt anyone was surprised, Yemen is winding up.
