South Dakota legislature votes to allow concealed handguns without a permit

The South Dakota legislature has passed a bill allowing residents to carry concealed handguns without a permit, sending the measure to Gov. Kristi Noem (R) for a signature.

The state House passed the Senate legislation in a 47-23 vote on Tuesday to allow for the so-called “constitutional carry,” The Argus Leader reported.

Noem has vocalized support for the measure before but said she will consider the language in the bill before signing it into law.

"We are pleased to see constitutional carry pass the state Senate and House of Representatives. Hopefully Gov. Noem will see the benefit in providing law-abiding South Dakotans with the ability to better defend themselves and their families," an NRA spokesperson said in a statement.

State Rep. Lee Qualm (R), a bill sponsor, told the newspaper that the measure was “simple” because it repealed the concealed carry permit requirements.

South Dakota’s new Republican attorney general, Jason Ravnsborg, has also said he supports the measure and isn't concerned crime would rise in the state as a result of the law.

Democrats and some law enforcement officials have reportedly opposed the bill, arguing that permits are a safety check to prevent gun violence or suicide.

Meanwhile, members of the South Dakota’s Sheriff’s Association testified Monday that they preferred that the measure be limited to South Dakota residents, The Argus Leader reported.

The House on Friday introduced a bill that would limit permit-less concealed carry to South Dakota residents only but it has not been scheduled for a hearing, according to the newspaper.

The vast majority of South Dakotans, 84 percent, said they support the state's existing concealed carry permit requirement, according to a poll from the non-profit gun safety group Everytown for Gun Safety released Tuesday.

Support for the permits appears to be bipartisan, according to the poll. Eighty-one percent of people who voted for President Trump and 92 percent of people who voted for Hillary Clinton during the 2016 presidential election support current requirements.

I have went through the concealed carry and the enhanced carry course over the last 7 or 8 years. It is my opinion anyone wanting to carry should go through the courses just to learn what will happen to you if you have to draw a weapon. I know I will get heat for this. FU. You will go to jail, you will need a lawyer, and it’s not an easy issue. Enough said.

Can’t believe any poll from “Everytown”.

More importantly, our fundamental rights are not subject to a vote. That’s what the Bill of Rights is all about in the first place. The problems we face aren’t “gun violence”. A firearm is a hunk of metal. By itself it is incapable of violence. People are violent.

Good try, though.

Not from me. The Virginia courses are mostly about staying out of jail, not getting shot by a cop, etc. Very practical stuff.

The only problem I see here is that South Dakota does not require applicants for a concealed weapons permit, which is going away, to undergo firearms safety training or demonstrate competence with a firearm.

I get the feeling, since I don’t trust liberals at all, this will be an opportunity for the libs to use as a showcase to find anything done wrong due to the lack of training requirements, and it will hit every major news outlet every time something happens. Hope this isn’t used to blow up in the faces of second amendment privilege people.

You should ask SCOTUS Judge Kavanaugh, he stonewalled Patrick Knowlton (a witness at Fort Marcy Park) from testifying and must know all about it.

The cops went public to beg the CC to turn themselves in.

No follow up reports since then.
