"Without a challenge?" LOL! That's a stupid statement. The bought, rebel judicials and lawyer legislators tend to challenge everything that's good.

We’ve got the Army Corps of Engineers, we have the SeaBees, we have that 12 billion or so in the military funding and the undone stuff from private companies like Beoing were already contracted to do yet paid for. Get er done!
