Has President Trump suckered Democrats and the Deep State into a trap that will enable a radical downsizing of the federal bureaucracy? In only five more days of the already-longest government shutdown in history (25 days and counting, as of today), a heretofore obscure threshold will be reached, enabling permanent layoffs of bureaucrats furloughed 30 days or more.
Dont believe me that federal bureaucrats can be laid off? Well, in bureaucratese, a layoff is called a RIF a Reduction in Force, and of course, it comes with a slew of civil service protections. But, if the guidelines are followed, bureaucrats can be laid off -- as in no more job.

1. Tenure2. Veteran status
3. Total federal civilian and military service
4. Performance
Agencies cannot use RIF procedures to fire bad employees.
When agencies furlough employees for more than 30 calendar days or 22 discontinuous work days, they must use RIF procedures.An employee can be terminated or moved into an available position .

not exactly, poor performing employees can be removed or demoted when a RIF is put into action. However, a good performing newbie may lose out to an average senior.
The White House submits a budget annually to Congress as required by law and sets the tone. Yes, I am aware that Congress votes on a budget often called an omnibus but more preferable is when each department's budget is voted on separately or in some cases departments are combined. That is why this is only a partial shutdown. Some department's budgets were approved which were submitted first by the White House to Congress as required by law.
Budgets run into the thousands of pages and sometimes tens of thousands of pages and are submitted to Congress by the White House as required by law. Congress can't proceed without the budget submitted by the White House as required by law.
The budget is compiled by the Office of Budget and Management (OMB). This office reports directly to the President and these employees are White House employees though many work next door in a building called the Eisenhower Executive Office Building. While there are other duties, most work on the US budget year round because the law requires the President to submit a budget to Congress for them to consider.
It is an important task because it sets a tone and informs Congress as to the priorities of the President. So for example, let's just say there may be a Wall a certain President wants built, that will be included in the President's budget and can be used to negotiate with Congress.
Yes, we know Congress appropriates the money, but in effect, Congress is voting on the budget as submitted by the President. So if a President is comfortable with a trillion dollar deficit, the White House budget reflects that fact. I could go on and on, but Congress does not make up a budget, it only votes on proposals and amendments.
The budget is solely a White House function per the law and no other entity of government compiles a budget other than the White House as required by law that is submitted to Congress.
