S.F. has a lower murder rate than most large U.S. cities because African Americans commit homicides at a disproportionately high rate, and San Francisco has a lower African-American population than other large cities. S.F. black population has gone from 14% in 1970 to less than 5% now. They’ve left because they can’t afford the place. And the homicide rate has trended down along with them.
