He laid out the problem. He pointed his remarks to the two people causing/interfering with the problem.
When he does call a national emergency and finds the funding himself, and when Chuck&Nan begin to squawk, he will tell them they were warned.

Shut down more of the guberment. I have been involved in all the shutdowns except the last 11 years and have fared ok. I did not get any of the free vacation time as I was essential personnel but things went well.
