Omnibudget. It's much easier to give 2 trillion to 10 government agencies for them to spend as they choose, than to actually pass a budget. This scam has gone on way too long.

That's why we have last minute massive omnibus spending now. It's how government employees live large and pedal influence. You know, like congress.
