He can find so called "certified" workers but he has found that having the "piece of paper" does not necessarily make for a conscientious employ who is committed to quality work .

Most of the work done at depots is done by civil service employees or contractors. YUP and many of the contracts are awarded premised upon social engineering goals rather than merit... Minority owned and women owned businesses tend to get favoritism in bids and in some cases get no bid contracts awarded just because they check the right social justice box...
