And they are all based on laws passed by the US Congress. And all through Federal courts that the US Congress says can decide such issues.
You seem unfamiliar with the underlying enabling laws.
Many other states seem to manage their forests just fine but Democratically run California can’t seem to do anything well. Why would anyone want to continue paying into this state.
