That’s ridiculous.
The first rule of bureaucracy is “increase the budget.”Any bureaucracy that exists to eradicate a problem - poverty, drugs, promiscuity, crime, et al - will instead seek ways to increase the incidence of the problem in order to increase its scope of authority.
Frequently this is a benign activity involving simply changing the definition or the ascertainment of the problem. Sometimes bureaucrats work to actually worsen the targeted problem. NEVER does a bureaucracy deliberately set out to solve the problem for which it was created.
