There are things you can do no matter the age.
Force those kids into psychological profile sessions, and get them the help they need.
Take custody of them away from their parents for a period of time.
Make it plain, this carp is not acceptable.
Now the kids giggle and realize next time nothing will happen either.

This brave kid was old enough to stand up against bullying his friend. To me, that means the bullies are old enough to be sent to juvvy and then prison.

The kids need the living sh1t spanked out of them.
We end up with bullies because no one bigger teaches them a proper lesson early. Parents need to administer corporal punishment. It works, and when you do it right, you rarely have to do it afterwards.

Don't I know the feeling! Although one time after the bully beat me up and left, the other beaten up boy I was trying to save said "Do you want to get him?" I said "sure" and we went to the other boy's garage where he knew how to make bent nail slingshots, which we did.
We went to the hedge by the bully's front yard and here he came around the house, carrying a pair of stilts. The other boy let fly and the nail thwacked into a stilt and stuck there. For a moment we all paused to contemplate the beauty of the stuck nail, then we both let fly as the bully yelped in pain and turned to run.
I would say we each got off three more nails and they all found their mark. As soon as he got around the corner we ran as fast as we could to my house where my mom gave us cereal. Never saw either of them again.
