Any term phrase descriptor that has elements that are unnamed and unseen is a ‘conspiracy’ if it is in opposition to the status quo which it attacks.
Ben Rhodes and others are most certainly ‘Deep State’ as they are part of a network hierarchy that utilizes command and control procedures to effect ‘resistance’and is awash in payment streams used to sustain itself.
POTUS hit a nerve when it was called out that security clearances are monetized to provide sustenance to erratic agents, in effect providing ongoing funding of ‘deep state’ actors. We discover there is a large ‘entitled’ class propped up by unnecessary security clearances acting as membership papers to a political aristocracy.
The more that POTUS can do to defund ‘deep state’ actors, the more the Swamp gets drained. But deep state persons will even call conspiracy on those who refer to ‘The Swamp’.
Unfortunately, I suspect there are stashed funds of enormous amounts that the deep state ‘resistance’ network can draw upon to continue itself, its propaganda, its command and control apparatus. Treasury should be monitoring such funds but likely can do nothing about it unless tied to misappropriation or embezzlement.
Certainly, the funding of leftwing groups is hard to hold up. McConnell won’t even allow a vote to defund Planned Parenthood, a notorious organization that traffics in aborted baby parts. I imagine it is even harder to defund identified deep state networks.

A Kenyan lawmaker told the nation's Parliament last month (March 2010) that Barack Obama was born in Africa and is therefore "not even a native American."
During debate over the draft of a new Kenyan constitution, James Orengo, the country's minister of lands and a member of parliament for the Ugenya constituency, cited America's election of a Kenyan-born president as an example of what can be accomplished when diverse peoples unite:
"If America was living in a situation where they feared ethnicity and did not see itself as a multiparty state or nation," Orengo posited, "how could a young man born here in Kenya, who is not even a native American, become the president of America?"
Orengo held up the U.S. as a country no longer "living in the past," since Americans elected a Kenyan-born president without regard to "ethnic consideration and objectives."
Debate is then recorded in the Kenyan government's official March 25, 2010, hansard – a traditional name for printed transcripts of a parliamentary debate – as continuing with no other MPs mentioning or attempting to correct Orengo's comments about Obama.
If Ben Rhodes, et al, have nothing to hide, then they should authorize the release all of their emails and every other form of received communications - phone calls, voicemails, internet usage, IMs, FaceTime, from Election Day 2016 to the present.
Americans, particularly Leftists, are such gossip-hounds the legality of such a move would be undercut by the months of news cycles generated. Plus a lot of Democrats would go straight to jail.
