Able-bodied adults received work waiver even with record-low unemployment.

Despite 10-year-low unemployment, California took advantage of loopholes in federal regulation to keep more than 800,000 federal welfare recipients from having to work.

This conclusion is based on the response of the U.S. Department of Agriculture to an application to waive SNAP's work requirements for 55 of California's 58 counties, issued to the state in July..

California's waiver, which will last until August of 2019, exempts more than 800,000 able-bodied, childless Californians from having to work while on SNAP. This in spite of the fact that California's unemployment rate—4.2 percent—is at its lowest level in at least 10 years.

About 42 million people nationwide receive federal welfare benefits under the Supplemental Nutrition Assistance Program. Some SNAP recipients—able-bodied adults without dependents, commonly called "ABAWDs"—are required under law to work at least 20 hours a week, or spend equivalent time in education and training programs, in order to continue receiving SNAP benefits. If an ABAWD fails to meet these requirements for three months, they lose their benefits.

States can receive waivers, however, exempting ABAWDs from work requirements if the state faces certain conditions. ABAWDs can be exempted in a given county for either of two reasons: (1) if the unemployment rate in that county is higher than 10 percent or (2) if the average unemployment rate in the county over a given two-year period is 20 percent higher than the national unemployment rate in the same two-year period.

In principle, states should receive waivers in times of economic hardship, when jobs are hard to find. But California, one of 33 states to have a partial or total waiver, has extended its waiver in spite of its low unemployment rate.

Schools and welfare. And unions.
Teachers and welfare workers always are against reforming education and welfare since that will result in fewer jobs. The unions will be against reform since fewer teachers and welfare works means less in union dues.
The democrats will fight reform since less in union dues means less in contributions from unions.

This reads like the USDA had no choice but to approve the wavier based upon California’s chicanery. I wonder if that is the case or the swamp is at work again and USDA wanted to help out their Cali fellow travelers?

OK, if you're on SNAP, you don't work.
The fact that you are not working means you are counted as unemployed.
Your being counted as unemployed raises the county's unemployment rate.
The higher local unemployment rate qualifies you to collect SNAP.

Did I miss anything?

Welfare fraud is rampant in California.

The last audit in California showed as much as 60% of welfare claims were fraudulent.

Because of the huge number of illegal aliens , there is huge false identity industry in California, often assisted by corrupt government employees. As a result, lots of people in California are receiving welfare under multiple false identities.

The California state government is fully aware of this and state officials have been covering this up far a long time because many state officials are in on the scam.

It's really hard for a welfare recipient to show up for work when they don't exist so California state welfare officials fight welfare work requirements like their lively hood depends on it - because it does
