It sets them up in the long run for him to have grounds for firing them and people wont be able to complain., especially if they are found in contempt of congress. The DOJ/FBI is less popular than ISIS right now. President Trump has a vested interest in maintaining the perception that they don’t work for him.
Rosenstain is so slimy they probably need duct tape just to keep him in his seat.
