Just read the executive summary of the “Recommendations”. No criminal referrals there. They only recommended procedural changes to “correct” the errors that everyone made. It’s a white wash unless I missed something.

I love the statement, which I paraphrase: there may have been better avenues of investigation to take but we are not going to criticize that judgment. IOW giving everyone immunity before finding out what they intended to say or letting Mills et al sit in the meeting was just an error in judgment. I howled reading they let that happen because not to do that would have meant they would have had to subpeona Hitlery. SHE WAS A CANDIDATE, NOT ELECTED.
