it means that the church is afraid to call for police assistance since the silly-assed communistic mayor of Oakland, Californication routinely demands that the police “stand down” from any confrontations with criminals, anyway

having police show up could only further anger Oakland’s finest muggers, robbers, rapists, burglars, and murderers....

so, its better not to call them in the first place, if you’re in Oakland (or San Fransicko, or Bezerkeley) that is.
