The primary problem is that rules the government must follow do not come with any teeth in most instances. Break them and nothing happens. That’s what happens when you let them right the rules themselves. There needs to be a default penalty for rules without stated penalties. At least a year in jail and a fine.

I would say ‘at least’ fire them. If they’ve been shown to act in a deliberately abusive way, then jail & a fine.
