A cavernous hemangioma would not affect any of the veins in his arms or legs. If he has bad veins there, I would suspect it was from shooting up drugs. Just grasping at straws to prevent the execution.

Air tight box, displace air with pure nitrogen, you just go to sleep painlessly. Cheap and easy to do. You can do the same with Freon gas which is also an anesthetic. You would not need to displace the air in the box but just add enough Freon to make a fatal concentration, 20 minutes start to finish.

No mess, no fuss, condemned just passes out.Condemned doesn't even know he's dead. What you've described is so brain dead simple that it's impossible for the government to consider it, because that would make the entire issue go away, which it appears that neither side wants.

Personally, I'm not as rock-solid for capital punishment as I used to be give how little actual "justice" is to be obtained from the modern American legal system. However, if you're going to do it, just get on with it. A mask, nitrogen and 15 minutes will solve the problem quickly, painlessly, and with no hysterics.
