On the West side of town where this formidable new 30 foot barrier is going, they had rusting Vietnam-era landing mat style fence (9-10 feet). One guy can boost another over, or a spry teenager with a running start can grab the top in one jump. It is breached (ripped or cut open) more than once a day on average, and untold numbers of crossers and drugs come over.
Fence jumping will go away entirely where this new barrier is emplaced. Breaches of bollards are rare.
