As another poster astutely noted, in Pennsylvania they were called Noncitizen immigrants, meaning that anyone with a green card was able to register to vote when obtaining a drivers license. In the Pennsylvania case, first, take away their green cards, and then deport them.

As for California, their laws allow Noncitizen immigrants, AKA illegal immigrants (without a green card), to not only obtain drivers licenses and to automatically register to vote when they do so (no check for citizenship, applicant need only check). President Obama received just shy of 6.5 million votes in California (2012) while Hillary obtained just north of 8.75 million votes in 2016. President Trump got more votes than Romney (4.483 million to 4.202 million) but was overwhelmed in CA by these new 2 million votes.
