While not nearly egregious as that @hole with the sign, I'd bet dollars to donuts that someone goofy enough to hang all that crap in front of their windshield can also be seen yakking on a cell phone most anytime they're behind the wheel.
Additionally, in most states that sign would be seen as 'making terroristic threats', constituting at least a mid-level misdemeanor.
