I skimmed through the entire article reading the authors musings regarding causes for high rates of STDs. Poverty seems to be the only positive correlation with increased rates. Once again lack of access to (sexual) health care is blamed.
While its true that untreated people are infectious and will spread the joy, it is not the true root of the problem.
Behavior choices based on years of the lie of safe sex being drummed into their heads has eliminated the concept of valuing ones health and well being by not engaging repeatedly in casual sexual encounters.
Condoms are 85% effective against pregnancy and HIV/AIDS. According to the CDC they offer zero protection against ALL other STDs because the rest are spread by skin to skin contact.

Doubtful. Although I haven’t run the numbers, I’m willing to guarantee you’d get a very high R-square if you did a correlation between the STD rate and the percentage of population that’s of African, Hispanic and N. A. origin.
But then, you’d get the same kind of high correlation if you compared the ethnic percentages to things like income, education, out-of-wedlock births, drug and alcohol abuse, average lifespan, auto accidents, etc. They all come as parts of a package labeled “culture” — a collection of characteristics and behaviors that are very resistent to change.
