The article mentions recreational use, but the survey as the article described only referred to legalization.

Yep. It's all in the (deceptive) wording.

I'll almost guarantee that you mention marijuana "legalization" and most people automatically think of medicinal applications.

No way. Most people think of recreation, many do not even known of the beneficial medical effects.

Not breaking the question up into two parts does not detract from the numbers. I would have thought that it would be more than that.

Lots of Americans are pretty dumb, but most Americans know what is meant by legalizing marijuana.
