Not for the permitted workers, but for their children it is. And those kids will bear a grudge against the USA & Republicans. This has to be tied to no more anchor babies.
If the parents are not citizens, then neither are the kids.
Anchor baby change eill take a constitutional amendment. The the current one is not specific enough to keep scotus from interpreting it as birth equals citizenship.
