You’re making a huge, and I think wrong, assumption that democrats want a wall.
The Dems certainly do not want a wall, but they also have the ability to FLIP on a dime (think Welfare Reform under Clinton - they were dead-set against it for 2 votes, and then they all flipped on the 3rd vote, when they needed some credibility on the issue).
In this case, if the Dems are shown delivering the Wall, the Republicans in Congress will be rightfully DESTROYED in the next election. As to the Wall itself, the Dems can always use their tactic of passing it, then simply using procedures and other methods to prevent it from ever getting built.

Well we know based on the past 8 months that the GOP doesn’t want a wall.
Let’s see how they like having a CR vote every three months during primary season and their lobbyists cut out of legislative bill writing process. Maybe that will get them onside.
